it doesnt mean anything, he is just saying "well" with "uh" at the end of it, and using that technique. its just something that he does. kind of like Michael Jackson's noises that he makes, and things of that nature. however, in one of the american english dialects the word "Hella" means "a lot" for example, "there are a lot of boxes." would be "there are hella boxes" if you would use that word.

Thank you for the explanation, i noticed that Elvis and a few other singers do it too, but what does wella hella mean? At first i thought he was saying "well I hella(=hell of a, stretching it between the l and the a) said come on over baby" but he definitely puts the I after the hella part so I don't get what the meaning of wella hella is, cause when they all use it it must have some meaning in it... :/thanks in advance

it's a singing technique that is in alot of diffrent styles of music. basically he is just lowering the pitch of his voice, its really hard to explain but its part of the american-country culture. elvis does it too
